## Operational questions

- Which published deadline and time zone apply?
- What proves submission and approval time?
- Who may approve an exception?
- How is the decision and expected cycle communicated?
- How do HR, Payroll, supervisors and the system share one status?
- Does current official guidance or qualified advice require another treatment?

## Implications and rubric

Wording needs a controlled timestamp, exception status, decision owner and link from attendance evidence to payroll input. Wording review alone cannot validate legal compliance or system behaviour.
